Summary of the contracting process

Bristol NHS Foundation Trust intends to procure a fully managed lung cancer screening service for the Somerset, Wiltshire, Avon and Gloucestershire regional programme. The service is expected to cover the complete screening pathway: identifying eligible people, booking appointments, carrying out Lung Health Checks, face-to-face clinical reviews and low-dose CT scans, interpreting results, holding multidisciplinary screening reviews, communicating results, and arranging follow-up, surveillance and recall. The provider would also supply clinical and diagnostic services, qualified staff and equipped mobile units, alongside IT and data management, programme management, logistics, stakeholder communications and ongoing service development. The work is for delivery across Somerset, Wiltshire, Avon and Gloucestershire; the final service model remains under development.

This is at the planning and preliminary market-engagement stage: there is no invitation to tender yet, and the Trust has not committed to proceeding. It expects to start a procurement exercise potentially in November 2026. The indicative timetable anticipates tender publication on 2 November 2026, bid submission by 30 November 2026, award on 26 January 2027, mobilisation from 1 February 2027 and service commencement on 1 April 2027. Interested providers are invited to give feedback on the procurement approach, timetable and other relevant considerations by 16 October 2026. The Trust is considering either an open-market competitive process under the Provider Selection Regime or further competition through the NHS Shared Business Services Clinical Managed Services Framework. The anticipated initial term is 36 months, with two possible 12-month extensions, for a maximum of 60 months.

The work is likely to suit providers able to combine clinical and diagnostic delivery with the operational capacity to manage a regional screening programme end to end. Relevant strengths include access to appropriately qualified clinical staff, equipped mobile scanning units, secure IT and data-management capability, appointment and logistics management, and experience coordinating communications with stakeholders. Providers should be prepared for a demanding mobilisation and delivery timetable and have sufficient resources to take part in an accelerated procurement and establish the service. The Trust is seeking market feedback now, particularly on the procurement route, timetable and other considerations that could shape its strategy. Organisations interested in this or future Trust work can register on the SAP Business Network Discovery Portal.
