Summary of the contracting process

NHS Golden Jubilee bought lead consultant, architectural and principal designer services for its Level 4 ward refurbishment at NHS Golden Jubilee Hospital in Clydebank. The work covers RIBA Plan of Work Stages 2 to 6, including design and specification for replacement windows and design development to achieve dementia-compliant refurbishment standards. The appointment supports the project’s progression from the existing design proposals through the remaining design and delivery stages. The requirement is for professional architectural and project-design consultancy, rather than construction works or the supply of products. The buyer is NHS Golden Jubilee, the health board responsible for the hospital refurbishment.

The procurement is complete and the contract was awarded to Wylie Shanks Architects. The award date was not published; the contract was signed on 27 August 2026. The active contract is valued at £51,500. The buyer used a limited procedure without prior publication of a competition. It justified the appointment under Regulation 33 of the Public Contracts (Scotland) Regulations 2015, on the basis that the incumbent consultant had developed the existing design and held project-specific knowledge needed to continue the work. Changing consultant was considered likely to duplicate services, add cost and delay, and increase delivery risk. The procurement was not divided into further lots. The contract covers the refurbishment consultancy described above; no contract duration or end date is stated.

This award demonstrates demand from NHS Golden Jubilee for coordinated lead consultant, architect and principal designer services on a hospital ward refurbishment. A credible competitor for a similar requirement would need to manage design through RIBA stages 2 to 6, specify replacement windows, and develop designs to meet dementia-compliant refurbishment standards. The buyer’s stated rationale makes continuity, detailed knowledge of the existing design and project requirements, and the ability to protect design integrity particularly important. Suppliers would also need to show they can coordinate with the project’s stakeholders and carry design work forward without unnecessary redesign, delay or delivery risk. The appointment was made directly to the consultant responsible for the existing proposals, so relevant experience alone may not be sufficient where the buyer considers continuity essential.

NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency regarding its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. National Waiting Times Centre Board (NHS Golden Jubilee) intends to enter into a contract with Wylie Shanks Architects for the provision of Lead Consultant, Architect and Principal Designer services in support of the Level 4 Ward Refurbishment Project. The services will include delivery of RIBA Plan of Work Stages 2-6, design and specification for replacement windows, and design development required to achieve dementia-compliant refurbishment standards. The proposed award to Wylie Shanks Architects is justified under Regulation 33 as the consultant has developed the existing design proposals and possesses detailed project-specific knowledge essential to the continuation of the project. A change of consultant at this stage would require significant review, verification and potential redesign of the work already undertaken, resulting in duplication of professional services, additional expenditure, programme delays and increased delivery risk. Continuity of Lead Consultant, Architect and Principal Designer services is necessary to ensure consistency and compatibility with the design development completed to date, maintain design integrity, and support the efficient progression of the project through the remaining RIBA stages. The appointment of an alternative provider would create substantial technical and operational challenges and would result in disproportionate inconvenience and additional costs to the Board. NHS Golden Jubilee therefore considers that the continued appointment of Wylie Shanks Architects represents the most economically advantageous approach, ensuring project continuity, minimising risk, avoiding unnecessary duplication of work, and supporting the timely and successful delivery of the Level 4 Ward Refurbishment Project.

Procurement Information

NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency in relation to its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. Continuing with the existing Lead Consultant represents best value for money and ensures continuity throughout the project lifecycle. As the current design has been developed under their leadership, retaining their services will minimise project risk, maintain design integrity, and support the successful delivery of the project. Their existing knowledge of the project requirements, stakeholders, and design considerations will also avoid unnecessary delay and additional costs associated with appointing a new consultant at this stage
