Summary of the contracting process

NHS Hampshire and Isle of Wight Integrated Care Board is developing a local accreditation approach for providers of Autism and ADHD services. The intended service scope covers diagnostic assessments for children, young people and adults, and the ADHD medication pathway, across Hampshire and the Isle of Wight. It includes locally commissioned services and Right to Choose provision. The buyer is seeking to establish consistent standards for quality, safety and delivery across providers, and is using a provider engagement event to discuss its emerging service model and accreditation approach. This is a health and social care services procurement in development, rather than an invitation to deliver services or submit a tender.

The process is at planning stage: the ICB has set out its intention to recommission these services and is gathering market feedback before finalising service requirements, accreditation documents and commissioning arrangements. A hybrid engagement event is planned for 3 November 2026, from 10:30 to 13:00, with remote or in-person attendance in Portsmouth and up to two representatives per organisation. Registration is required through the Health Family Portal. The buyer expects a future notice on 29 March 2027. These dates concern engagement and anticipated publication, not a bid deadline. No procurement procedure, contract value, budget, contract duration or evaluation criteria are set out at this planning stage.

The engagement is aimed at current and prospective providers of Autism and ADHD services, including organisations without an existing contract with the ICB. It is relevant to providers able to deliver diagnostic assessment across children, young people and adults, and to those with capability in ADHD medication pathways. Providers experienced in locally commissioned services or Right to Choose provision may have useful operational insight. The ICB specifically wants feedback on provider capability, the feasibility and practical requirements of its emerging local accreditation model, implementation considerations and potential risks. Organisations with experience of maintaining consistent quality, safety and delivery standards across services are well placed to contribute to shaping the future requirements. This is a preparation and market-engagement opportunity; no bid invitation has yet been issued.
