Summary of the contracting process

NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board commissioned licensed fertility services as routine elective secondary care for patients. The service covers the care pathway where appropriate: referral, triage and clinical assessment, diagnostics, consultation and preparation before treatment; outpatient, ambulatory or inpatient treatment; discharge planning; and specialist follow-up, onward referral and self-care support for up to 14 days after discharge. Delivery is associated with Bristol, North Somerset and South Gloucestershire, although no specific service site is identified. The commissioning arrangement also involves Gloucestershire ICB, which is working with the buyer in a formal clustering arrangement ahead of a planned merger into a single organisation.

The contract was awarded to London Womens Clinic Ltd through Provider Selection Regime Direct Award Process B, conducted in line with Right to Choose requirements. One bid was recorded. Patient choice was the sole evaluation basis, with quality weighted at 100% and price at 0%. The contract period runs from 1 April 2026 to 31 March 2027, with no extension provision. The stated arrangement is activity-based and has no guaranteed value. The contract record shows a nominal value of £0.01; this should not be read as a guaranteed payment or contract ceiling. The contract was signed on 28 September 2026. The buyer and Gloucestershire ICB are preparing for a merger effective 1 April 2027.

This award demonstrates demand for licensed fertility provision within an NHS-funded routine elective care pathway, including assessment, diagnostics, treatment, safe discharge and follow-up. A credible future provider would need the capability to deliver licensed fertility services and manage the full relevant patient journey, rather than treatment alone. The evaluation placed all stated weight on patient choice, so providers should be able to demonstrate a service that supports patients’ ability to choose their provider in line with Right to Choose requirements. Delivery requires suitable capacity across outpatient, ambulatory or inpatient treatment as applicable, alongside referral handling, clinical assessment and coordination with GPs, district nurses or specialist services where needed. The contract’s activity-based structure indicates that providers need to accommodate variable demand without a guaranteed volume or value.
