Summary of the contracting process

The London Borough of Brent plans to commission extra-care housing support services at Emma Haas, Watling Gardens and The Willows, Honeypot Lane, in Brent. The service is for borough residents aged 50 and over who have substantial or critical care and support needs and an identified social housing need. It is intended to help residents maintain their health and wellbeing, live as independently as possible in their own homes and reduce the likelihood of moving into residential care. Support may be needed for physical disabilities, mental health needs including dementia, learning disabilities and other needs. The schemes include step-down accommodation for people discharged from hospital who still need care and support. This is social care and support services work.

This procurement is at the planning stage; Brent Council has set out its intention to procure, but there is no invitation to tender yet. The service is divided into two lots: Emma Haas, Watling Gardens, and The Willows, Honeypot Lane. The planned contract term is four years, with a single possible two-year extension dependent on the Council’s future funding settlements. The anticipated contract period is 1 June 2027 to 31 May 2031, with a possible extension to 30 May 2033. The estimated total budget is £10,570,056. The Council expects to hold an online market-engagement event on 28 October 2026 at 10am; suppliers were asked to express interest by 5pm on 27 October to receive an invitation link. A further notice is expected on 17 November 2026.

The work is likely to suit providers experienced in delivering care and support in extra-care housing, particularly for older people with substantial or critical needs. Relevant expertise may include supporting people with physical disabilities, mental health needs, dementia or learning disabilities, and helping residents remain independent rather than move into residential care. Providers able to work across housing-based support and step-down accommodation for people leaving hospital may also be well placed. Brent Council has indicated that the two lots are suitable for small and medium-sized businesses and for voluntary, community and social enterprises, widening the potential supplier mix. The service spans two established schemes and calls for capability to respond to varied resident needs while supporting health, wellbeing and independent living.
