Summary of the contracting process

The Environment Agency commissioned research and consultancy on metrics for investment in the water system. The work supports the development of ways to quantify and aggregate catchment-scale actions that improve the water-land system, and to communicate their benefits clearly. It is intended to help enable co-funding of nature-based solutions that manage water impacts, including droughts, floods and climate extremes. The requirement builds on the Agency’s work to improve its internal data and evidence, including natural capital tools and modelling. The service category is research and development consultancy (CPV 73000000). The contracting authority is the Environment Agency; the work concerns water systems and catchment-scale activity, rather than delivery at a stated single site.

The procurement is complete and the contract has been awarded to Eunomia Research & Consulting Ltd. The contract was signed on 30 September 2026, with an award date not separately stated; its term runs from 2 October 2026 to 29 January 2027. The contract value is £34,915.88 excluding VAT, or £41,899.06 including VAT. It was a below-threshold award under a framework, using a selective, non-competitive route described as a self-service direct award. The procurement had one lot, which is complete. No evaluation criteria or eligibility requirements are recorded in the published procurement data.

This award shows demand from the Environment Agency for specialist research and consultancy that can turn evidence about water and land systems into investment metrics. A credible competitor for a comparable requirement would need to demonstrate capability in measuring and aggregating catchment-scale interventions, and in explaining the benefits of nature-based solutions for managing drought, flood and climate-related water impacts. Relevant experience with natural capital tools, modelling and evidence development would align with the Agency’s stated approach. The work is focused on enabling co-funding by making benefits clear to corporate investors, so suppliers should be able to connect environmental analysis with investment decisions and communicate findings plainly. The original award was made through a framework direct-award route, so framework access and suitability for a focused research assignment are commercially relevant.

Notice Information

Notice Title

ES RDE 157 - Metrics for Investment in the Water System

Notice Description

Environment Agency self-service direct award. Managing water impacts from droughts, floods and climate extremes via Nature-based Solutions at scale is something corporates are increasingly aware of and in some cases starting to pay for where they are experiencing them. To facilitate co-funding of NbS to manage water impacts, we need to be able to quantify and aggregate catchment scale actions to improve the water-land system and clearly communicate the benefits of doing that. We are currently developing and improving our data and evidence internally (e.g. through natural capital tools, modelling) to allow us to do that better.
