Environment Agency self-service direct award. The Environment Agency does not currently permit engineered Direct Air Carbon Capture (DACC) plants, as these activities are not explicitly covered under the Environmental Permitting Regulations (EPR). In October 2025, Defra consulted on proposed amendments to the EPR to address this regulatory gap. Following this consultation, Defra has committed to undertaking further consultation on advancing these amendments. In anticipation of these amendments, we wish to commission a piece of work to gather evidence on Best Available Techniques (BAT) for engineered DACC that can be used for permit determination.
