Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board is commissioning an Alternative Provider Medical Service (APMS) for patients in Sunderland. The service is an existing primary medical care provision, classified as health services and medical practice. North of England Commissioning Support is managing the competition on the ICB’s behalf. The requirement is for a provider to deliver the service to Sunderland patients; the competition concerns one service rather than separate lots. This is a healthcare service contract, not a purchase of medical equipment or construction works. Providers considering the opportunity should be able to take responsibility for delivering an established medical service to the local population.

The buyer invited offers through an open procedure under the Provider Selection Regime. The submission deadline was 12:00 on 11 November 2026; the evaluation period was scheduled to start at 13:00 that day. The contract is due to run from 15 April 2027 to 14 April 2036: an initial seven years, with a discretionary option to extend by two years, subject to satisfactory contractual and financial performance. The stated contract value is £10,793,077, and the annual value is £1,199,231. Responses are assessed against five criteria: quality and innovation (40%), collaboration and service sustainability (23%), access, health inequalities and choice (17%), social value (10%), and value (10%). Providers cannot submit variants.

This opportunity is suited to healthcare providers able to operate an established primary medical service for patients in Sunderland and sustain delivery over a long contract term. Responses are judged principally on quality and innovation, collaboration and service sustainability, and improving access while reducing health inequalities and facilitating patient choice; suppliers with credible plans and experience in these areas are well placed to compete. Social value and value for money also contribute to the assessment. Providers should consider workforce continuity: TUPE may apply, and due diligence on staff transfer and pensions, including New Fair Deal considerations, is advised. The buyer requires providers to manage delivery through the contract term, with any extension dependent on satisfactory contractual and financial performance. Applicants must submit in English and cannot offer variants. The contract is for an existing service, so relevant service-delivery capability is central.
