The service supports people with mental health needs in primary care and connects primary care with the city’s wider mental health provision. Its work includes initial consultations, care planning and formulation, prescribing, referrals to therapeutic services, and helping people navigate community mental health and wellbeing services and secondary care, including community mental health teams and neighbourhood mental health teams. The service is part of Leeds’s integrated community mental health model and its wider transformation programme. The stated delivery area is Leeds.

The process is recorded as awarded to LCH, and the contract is active. The contract was signed on 9 October 2026, with a stated term from 1 November 2026 to 31 October 2033, described as five years plus a two-year option. Its value is £35,696,997. The procurement used the Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023, with a limited procedure and no prior call for competition. One provider submitted a bid. The assessment applied basic selection criteria covering legal and regulatory compliance, financial standing, and technical and professional capability. The scored evaluation gave equal weighting to the key criteria; the stated criterion allocated 100% to quality and 0% to cost. The procurement data also marks the lot as cancelled.

For suppliers considering comparable primary care mental health work for this buyer, the selected provider’s profile indicates the capability needed to deliver an established, citywide service within an integrated care model. Credible providers would need suitable infrastructure and workforce capacity, relevant experience and the ability to demonstrate that their service can achieve the required outcomes. Delivery involves clinical support in primary care, including consultation, care planning, formulation and prescribing, as well as effective referral and navigation into therapeutic, community and secondary mental health services. The evaluation evidence points to the importance of a clear understanding of the requirement, a strong delivery approach and relevant experience, alongside legal and regulatory compliance and sound financial standing. This is a substantial service spanning multiple parts of the mental health system.
