Summary of the contracting process

Historic England is procuring archaeological and marine survey services to support the protection and management of significant marine heritage assets. The work will assess sites and assets at risk from neglect, decay or other threats in UK territorial waters adjacent to England. It supports the conservation and enhancement of marine heritage, including underwater archaeology, as part of the UK’s commitment to protecting archaeological heritage for historical and scientific study. The requirement is for one service contract covering these assessment functions.

Historic England invited offers through an open procedure. The procurement is a single lot. The deadline for questions was 6 November 2026 at 17:00, and the bid deadline set by the buyer was 13 November 2026 at 09:30. The buyer planned to complete its award decision by 14 December 2026. The contract is scheduled to run from 1 April 2027 to 30 April 2029, with an optional 12-month extension. Its estimated value is £312,000 excluding VAT (£374,400 including VAT). Bids are evaluated on quality, weighted at 65%, and price, weighted at 35%.

This opportunity suits archaeological and marine research providers able to assess underwater heritage sites in English-adjacent territorial waters and advise on protection and management. Suppliers will need to bring relevant archaeological services and marine survey or research capability, with the capacity to address sites exposed to neglect, decay or other threats. The single-contract scope calls for delivery across a multi-year programme rather than a collection of separately awarded site projects. Strong technical quality is particularly important in the evaluation, carrying greater weight than price. The work is relevant to organisations experienced in marine heritage assessment and conservation support.
