Summary of the contracting process

Countess of Chester Hospital NHS Foundation Trust is exploring the future provision of healthcare services through potential new Provider Selection Regime (PSR) framework agreements. This is preliminary market engagement to help the Trust shape its requirements, framework scope and structure, and supporting tender documents; it is not yet a tender for healthcare services. The work is intended to cover delivery across England, from the North East and North West through the Midlands and southern regions to London, the South East and South West. Healthcare providers and other suppliers able to deliver relevant health services across these areas may wish to contribute views on how future frameworks should be designed.

The process is at the planning and market-engagement stage: the Trust has stated its intention to develop potential PSR framework agreements, but no invitation to tender has been issued. Suppliers are invited to provide ideas and feedback through a questionnaire, which the Trust may use to inform future requirements; it is not obliged to take forward suggestions or proceed with any service area or solution. The Trust expected questionnaire responses by 16 November 2026 and indicated that a subsequent notice was expected on 1 April 2027. Participation in consultation does not guarantee an invitation to tender or a place on any future framework. No procurement value or contract duration is stated.

This engagement is most relevant to healthcare providers and suppliers with practical knowledge of delivering health services across England and of working under the Provider Selection Regime. It offers an early chance to explain service delivery models, operational requirements and framework structures that could inform the Trust’s future approach. Suppliers with experience supporting public healthcare organisations, serving geographically broad populations or coordinating services across multiple areas may have useful insight to contribute. The Trust is seeking feedback to shape potential frameworks and the associated procurement documents, so respondents should focus on what would make the scope and requirements workable for providers. This is preparation and market consultation, not a commitment to buy or a route to a guaranteed contract award.
