Summary of the contracting process

NHS Cheshire & Merseyside Integrated Care Board commissioned an interim integrated referral service covering ear, nose and throat (ENT), dermatology and gynaecology. The service combines a provider-based single point of access with clinical triage, advice and guidance, referral navigation, and assessment, treatment and follow-up at Tier 2. Referrals are received through the NHS e-Referral Service. Existing commissioned Tier 2 and diagnostic capacity is to be used first where clinically appropriate and available, with the provider supplying extra Tier 2 capacity when needed. Patient choice and timely escalation to secondary care are central requirements. Delivery is across Cheshire and Merseyside; the buyer is based in Warrington.

The process reached an intention-to-award stage under the Health Care Services (Provider Selection Regime) Regulations 2023; the notice states the contract had not yet formally been awarded. HealthHarmonie Limited was selected following a further competition among providers on the Countess of Chester Hospital NHS Foundation Trust Outsourced Clinical Services Framework. The recorded contract is active, signed on 13 October 2026, and valued at £1,772,066. The service was intended to run for six months from 1 November 2026, subject to the standstill period, with a possible further six-month extension to 31 October 2027, subject to funding and separate ICB approval. Evaluation weighted quality at 75% and value at 25%. Quality covered clinical delivery and governance, mobilisation, innovation, integration and sustainability, access and inequalities, and social value.

This award shows demand for an integrated, provider-led referral and Tier 2 service spanning ENT, dermatology and gynaecology. Suppliers seeking to compete when a similar requirement returns would need to demonstrate the clinical governance and delivery capability to triage referrals, provide advice and guidance, navigate patients, and deliver assessment, treatment and follow-up. Credibility also depends on being able to mobilise and implement the service, work with e-RS, use existing local capacity appropriately, and provide additional Tier 2 capacity where required. The buyer valued integration with local services, system sustainability, patient access and choice, and reducing health inequalities, alongside innovation, evaluation and learning. The selected framework provider was judged capable of delivery, with moderated qualitative scores assessed as satisfactory or good. The competition was run as a framework call-off, so relevant suppliers need access to that route.
