Summary of the contracting process

Gateshead Council commissioned an integrated drug and alcohol recovery and wellbeing service for adults and families, delivered in Gateshead. The service is intended to promote recovery through an ambitious, recovery-focused culture among its workforce. It brings drug and alcohol support together with wider recovery and wellbeing provision, serving adults and families. The buyer is Gateshead Council, and this requirement sits within adult health and social care services. The contract is for the Gateshead Recovery Partnership, an integrated local service rather than a supply of goods or construction work.

The process has reached the award stage: Change, Grow, Live was selected through the Provider Selection Regime’s direct award process C, without a call for competition. The contract was signed on 23 September 2026. Its value is £22,608,760. Services are intended to run from 1 November 2026 to 31 March 2029, with three optional 12-month extensions. The evaluation gave 100% weighting to whether the existing provider was meeting the original contract and was likely to deliver the proposed contract to a sufficient standard; price carried 0%. The published assessment also records quality and innovation (35%), value (15%), integration and sustainability (25%), access and health inequalities (15%), and social value (10%). One bid was recorded.

For suppliers considering similar future work for Gateshead Council, credibility will depend on delivering an integrated adult drug and alcohol service with recovery and wellbeing at its centre, serving both adults and families. The selected provider was the existing contractor, and the assessment placed decisive weight on evidence that it was performing satisfactorily and could continue to meet the required standard. A strong competitor would therefore need demonstrable service quality and innovation, alongside the ability to sustain and integrate provision with health, social care and voluntary and community sector partners. The council also values improved access, reduced health inequalities, meaningful choice and social value. The rationale highlights the commercial advantage of economies of scale, including shared provision with other North East local authorities and links to a larger national charity; suppliers should be equipped to demonstrate value within that context.
