Summary of the contracting process

NHS Tayside is replacing the existing laundry wash line at its laundry service at Ninewells Hospital in Dundee. The single package covers a continuous batch washer, material-handling system, drying solution, automation and integrated controls, plus turnkey installation. The successful contractor is to take prime-contractor responsibility for delivering the complete installation, including any subcontracting or collaborative arrangements needed. Ongoing maintenance is also included. This is a supply-and-installation requirement for industrial laundry equipment (CPV 42716000), intended to replace machinery that has passed its recommended service life. The equipment and installation are for NHS Tayside’s Dundee laundry operation; the requirement also includes a warranty and manufacturing service programme after completion testing, followed by arrangements that allow laundry staff to service and repair the equipment themselves.

NHS Tayside invited tenders through an open procedure, with bids submitted electronically. The procurement is a single lot, with one prime contractor to be appointed; variants are not permitted. The tender deadline was amended from 13 November to 10 December 2026 at 10:00 UTC to allow more time for detailed bids following the specification and drawing requirements. The contract covers 24 months, including the warranty period, and the estimated value is £1.75 million. Evaluation assigns 55% to technical and quality, 5% to the site visit and 40% to whole-life cost. Bidders must have at least £3.5 million annual general turnover and £3.5 million annual turnover in the relevant business area for each of the last three years. Required employer’s, public and product liability insurance is £5 million each, held or obtainable before contract start.

This opportunity is best suited to an industrial laundry equipment supplier able to deliver a complete, integrated wash-line replacement rather than equipment alone. The prime contractor must coordinate the washer, material handling, drying, automation and controls, and take responsibility for turnkey installation and any subcontractors or collaborators. Suppliers with relevant installation capability and experience maintaining industrial laundry systems will be well placed, as the scope includes ongoing maintenance and a full warranty and manufacturing service programme. After the initial service programme, the equipment must be supportable by NHS Tayside laundry staff without barriers to their own servicing and repairs, unless limitations are stated in the bid. Delivery must also include appropriate community benefits in Scotland, or engagement with NHS Scotland’s Community Benefits Gateway. Fair Work First compliance and payment of at least the Real Living Wage to applicable contract workers are required throughout performance.

The various pieces of equipment have exceeded the end of their recommended life expectancy and are now due for replacement. The requirement will be tendered as a single lot, to include: - Continuous Batch Washer - Material Handling System - Drying Solution - Automation and Integrated Control System The Contract is required to be let for both the Supply of the replacement Laundry Wash Line and the installation on a "turnkey" basis with the successful bidder being appointed on a Prime Contractor basis with overall responsibility for the fulfilment of the Contract. The ongoing maintenance of this equipment is also included within the scope of the tender.

The product for replacement under this contract for NHS Tayside is as follows: Single Lot: Laundry Wash Line Replacement, to include - Continuous Batch Washer - Material Handling System - Drying Solution - Automation and Integrated Control System - Installation on a "turnkey" basis, at the NHS Tayside Laundry, Ninewells Hospital, Dundee. An award will be made to a single successful Contractor who will act in the role of Prime Contractor for the supply and installation of the equipment. The successful Contractor will be solely responsible for effecting any sub-contracting or collaborative arrangements required for other suppliers to allow the successful Contractor to meet this commitment, including any necessary Turnkey work. Full warranty and manufacturing service programme to be included for initial two-year period, from date of successful completion testing. Thereafter, the successful Contractor to ensure that there are no barriers or limitations (unless stated in Tender response) that would prevent the NHS Tayside Laundry Staff from undertaking the service and repair of the replacement Wash Line equipment.
