Summary of the contracting process

Kingston upon Hull City Council has commissioned drug and alcohol treatment and recovery services for Hull. The service is intended to improve treatment engagement, recovery outcomes and health, and reduce drug- and alcohol-related harm. It forms part of Hull’s wider treatment and recovery system, linking structured behaviour-change support with treatment, recovery, healthcare and criminal justice pathways. The work includes outreach and support to people referred from prison into community treatment or rehabilitation, harm-reduction provision, and recovery support. It also aims to increase access to psychological and pharmacological treatment and strengthen coordination between treatment services, healthcare and criminal justice settings. The procurement is for rehabilitation and related public health services, delivered in Hull.

The contract has been awarded to Intuitive Thinking Skills Ltd through the Provider Selection Regime’s Direct Award Option C, using a limited procedure without a prior call for competition. The council selected the existing provider on the basis that it was expected to meet the requirement to a sufficient standard. The award was made on 28 October 2026, and the contract was signed that day. The contract period runs from 1 November 2026 to 31 March 2029. Its value is £187,500. The evaluation weighted quality and innovation at 30%, and value, integration and sustainability, and access and reducing health inequalities at 20% each; social value accounted for 10%. No representations were made before the award.

For suppliers considering comparable future work for Hull City Council, this award indicates demand for an established, integrated drug and alcohol recovery service rather than a standalone intervention. A credible provider would need to demonstrate delivery of an accredited, evidence-based programme, effective quality systems including ISO accreditation, and a proven cost-effective and stable delivery model. The service also calls for a peer-led approach, digital innovation, and strong working relationships across local treatment, healthcare and criminal justice pathways. Suppliers should be able to reach underserved groups and people with high needs through flexible outreach, including support for routes from prison into community treatment. Relevant experience in harm reduction, psychological and pharmacological treatment, and recovery support would align with the stated aims. A lived-experience workforce and sustained employment, volunteering and wider social-value commitments were also valued.
