Summary of the contracting process

The Foreign, Commonwealth and Development Office buys soft furnishings and accessories for the British High Commission in Nairobi and its estate. The requirement covers cream or off-white cotton-blend curtains with lining, sheer or net curtains, washable blackout lining, curtain rails and hooks. Supplies are called off in small batches as the authority needs them, rather than delivered as one bulk order. The service also includes handling and transport where applicable, installation and steaming where necessary. Delivery is to the High Commission and its estate in Nairobi, Kenya. This is a goods requirement (CPV 39516100, soft furnishings), combining supply with associated fitting and finishing work. The detailed specification includes measurements in an annex.

The procurement is complete and the contract was awarded to Petal Touch Limited. The Foreign, Commonwealth and Development Office used limited competition below the applicable threshold. There was one lot, awarded to this supplier. The contract was signed on 29 September 2026 and runs from 1 October 2026 to 30 September 2029, with an option to extend by one year subject to performance, to a maximum end date of 30 September 2030. The contract value is £84,000 excluding VAT (£100,800 including VAT). Suppliers must be able to meet the specified furnishing requirements and provide delivery within seven working days of a confirmed request, during the stated delivery hours, or on the authority’s schedule. No award evaluation criteria are recorded in the available process information.

This award shows that the FCDO’s Nairobi estate requires recurring, small-batch supply of curtains and related fittings, with installation and steaming included where needed. A credible competitor would need access to cream or off-white cotton-blend curtain fabrics, suitable linings and sheers, blackout lining that is washable and not visible through the curtain fabric, plus rails and hooks matching the property measurements. The operating model favours a supplier able to handle variable requests, transport goods to the estate, install and finish items, and meet short delivery lead times during the buyer’s working hours or to its schedule. Petal Touch Limited, a Nairobi-based small business, was selected through limited competition, indicating that local delivery capability and the ability to manage this specified furnishing package are commercially relevant.
