Summary of the contracting process

The Borough of Telford & Wrekin procured an individual placement in residential and nursing care for an older person, with the location chosen to meet that person’s wishes. The service covers accommodation and day-to-day support, including personal care, meal preparation, drinks and medication. The care home is also required to provide a private bedroom with bathroom access, appropriate furniture and storage, communal areas such as lounges, dining rooms or gardens, lighting, heating and laundry. The placement is intended to meet the individual’s support needs across everyday living. The service is delivered in Telford and Wrekin; the selected provider, Lady Forester Hospital Trust, is based in Broseley. This is a specific individual care placement, rather than a general supply of residential care capacity.

The procurement is complete and was awarded to Lady Forester Hospital Trust. The stated contract value is £383,000. The contract period runs from 19 October 2026 to 18 October 2034, with a scheduled signature date of 19 October 2026. The arrangement is a below-threshold direct award without competition, under the light-touch regime. It was divided into one lot, marked suitable for small and medium-sized enterprises. The requirement is described as a continuous contract on rolling terms, ending when all individual placements made through it have ended. The award is recorded as pending, so the published process data does not establish a final award date. No evaluation criteria are set out.

For providers considering similar work for the Borough of Telford & Wrekin, this award demonstrates demand for residential and nursing care arranged around an individual older person’s location preferences and support needs. A credible provider would need to deliver reliable accommodation alongside personal care, meals and drinks, medication support, laundry and assistance with daily living. Suitable facilities include a private bedroom with bathroom access, appropriate furniture and storage, and access to communal indoor or outdoor areas. The requirement is individualised rather than a broad, undifferentiated care-home service, so providers need to be able to match a placement to a person’s wishes and needs. The borough used a direct, below-threshold route for this placement; the lot was considered suitable for SMEs.
