Summary of the contracting process

Fairhive Housing Limited is preparing to re-procure the supply of construction materials and related items for its Direct Labour Organisation (DLO), which carries out responsive repairs and work to empty properties. The intended contract covers materials across all categories used by the DLO and is expected to be delivered through a managed store model with one supplier responsible for the whole contract. The work is for Fairhive’s housing operations in the United Kingdom. Echelon Consultancy is conducting the procurement on Fairhive’s behalf. The buyer is seeking views from suppliers, merchants and other interested parties on the proposed scope, contract structure and commercial model, alongside potential innovations and operational solutions, to help shape the future procurement.

The process is at planning: Fairhive has set out an intention to re-procure, but has not yet invited tenders. It is considering one contract covering all materials categories, awarded to a single supplier through a managed store model. The estimated contract value is £17.5 million excluding VAT (£21 million including VAT). The expected contract period runs from 1 October 2027 to 30 September 2032, with the possibility of extension to 30 September 2037. Fairhive expects to publish a further notice by 27 November 2026. Preliminary market engagement is scheduled to run until 6 November 2026; participation is optional and will not affect eligibility for the later procurement. Feedback will be treated confidentially and excluded from evaluation.

This will suit materials merchants and suppliers able to provide a broad range of construction materials and manage supply for housing repairs and empty-property works. The proposed single-supplier, managed-store approach points to a need for dependable stock availability, logistics and day-to-day operational support across multiple materials categories. Suppliers with experience serving a direct labour organisation or comparable maintenance operation may be well placed to comment on workable service models, contract structure and commercial arrangements. Fairhive is also open to innovation and operational solutions, so suppliers able to improve how materials are stored, ordered or supplied can contribute ideas while the requirement is being shaped. The buyer has indicated that small and medium-sized enterprises are suitable for this procurement. The engagement is a chance for businesses, including merchants, to inform the design before the later competition.
