Summary of the contracting process

Leeds City Council is procuring collection, transport and recycling of scrap metal and lead-acid batteries from participating authority facilities, plus removal of abandoned vehicles in Leeds. Bradford Council is also participating, with Leeds managing the joint procurement; the councils will sign separate contracts. The work is divided between scrap metal, lead-acid batteries, vehicle rims (alloy only) and, for Leeds, abandoned vehicles. Scrap metal collections arise from household waste recycling centre skips and include large domestic appliances and steel vehicle rims; Bradford’s lot also covers separate ad hoc gas-bottle collections. Batteries come from household waste recycling centre battery boxes. Alloy rims may arise from skips. Leeds’s abandoned-vehicle service covers motor vehicles, burnt-out shells, caravans and trailers from highways, public roads and open areas within the city. Delivery is in Leeds and Bradford.

The buyer invited offers through an open procedure. Bidders could apply for one or more of the seven lots, with each lot awarded to one supplier; the same supplier may win multiple lots. Leeds’s four lots cover scrap metal, batteries, alloy rims and abandoned vehicles; Bradford’s three cover scrap metal, batteries and alloy rims. The estimated total is £1,372,000 excluding VAT (£1,646,400 including VAT). Individual lot values excluding VAT are: Leeds scrap metal £595,000; Bradford scrap metal £650,000; Leeds batteries £65,000; Bradford batteries £45,000; each alloy-rim lot £1,000; and Leeds abandoned vehicles £15,000. The contract period for every lot is 1 January 2027 to 28 February 2029. Offers were due by 18 November 2026 at 12:00; the stated award decision deadline was 31 December 2026. Evaluation first requires meeting minimum quality thresholds, then compares price only.

This opportunity suits waste and recycling operators able to collect materials from household waste recycling centre skips and battery boxes, transport them and manage recycling. Scrap-metal bidders need to handle large domestic appliances and steel vehicle rims; Bradford’s requirement also calls for ad hoc gas-bottle collections. Battery specialists may compete for the lead-acid battery lots, while alloy recyclers can bid for the vehicle-rim lots. The Leeds abandoned-vehicle lot is suited to operators able to remove motor vehicles and burnt-out shells, as well as caravans and trailers, from public roads, highways and open areas. Suppliers can focus on one service or bid across several lots, and each lot is awarded separately. The service footprint is geographically split between Leeds and Bradford, so bidders should be equipped to operate in the relevant council area. No particular accreditation, staffing qualification or experience threshold is stated in the procurement details.
