Summary of the contracting process

Natural England is seeking a supplier to produce an evidence briefing on how faith groups engage with nature and nature recovery. The work should identify barriers to participation and access to green and blue spaces, and examine enablers and interventions that have been developed and tested: what works, where and why, and for which faith groups. It will fill an evidence gap in Natural England’s Included Outside series, which covers other groups facing barriers to nature connection. The service is classified as testing and evaluation (CPV 73430000). Delivery is in the United Kingdom. The subject spans diverse faiths and lived experiences, with a focus on inequalities in access to nature and opportunities to contribute to nature recovery.

Natural England invited quotations through a below-threshold open competition. The process reached tender, with offers requested against the buyer’s requirements. The enquiry deadline was 1 November 2026 at 17:00, and the submission deadline was 3 November 2026 at 17:00. The contract period runs from 15 November 2026 to 5 March 2027. The estimated value is £20,000 excluding VAT and £25,000 including VAT. The procurement is a single lot. Evaluation criteria are set out in the Request for Quotation. The tender states that quotations must be submitted by email, while its structured submission terms say electronic submission is not allowed; suppliers should follow the RFQ’s submission instructions and seek clarification if needed.

This opportunity suits research, evaluation or evidence-synthesis suppliers able to produce a clear, useful briefing on nature engagement across diverse faith groups. Relevant capability includes investigating barriers to participation and access to green and blue spaces, identifying interventions and enablers, and assessing what has been tested and why it works in different contexts. Suppliers with experience of faith communities, nature connection, nature recovery, inclusion or comparable evidence briefings will be well placed to address the subject. The work is explicitly marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist and mission-led organisations as well as established research providers. The buyer directs bidders to the Request for Quotation for the detailed requirements and evaluation criteria; the service is a focused, single-lot assignment.】【。}ેડ}

Notice Information

Notice Title

Included Outside Publication Faith in Nature

Notice Description

Individuals and communities from different Faiths are known to benefit from nature's health and wellbeing offers; they are known to enjoy and show great passion for the natural world. Yet they are also at risk of reduced opportunities for nature connection and involvement in nature recovery. Additionally, they can be under-represented in nature spaces, experiencing inequity of access to green and blue spaces. We have identified a gap where there is currently no evidence brief, report or academic paper which details (i) barriers to nature engagement for Faith groups (ii) enablers and examples of interventions that have been developed and tested, detailing what works where and why, and for which Faith groups. Evidence briefings for other (sometimes intersecting) population groups known to face barriers to nature (people with disabilities, those on lower incomes, older people and ethnic minorities) have been produced and published by Natural England in the well-received Included Outside series of evidence briefings. Insight into barriers within different faith groups is currently missing from this set of evidence, and we anticipate there are likely to be different barriers and enablers for different Faiths and lived experience groups within this diverse population.
