Summary of the contracting process

Kent and Medway Mental Health NHS Trust is procuring multidisciplinary capital project consultancy to support its annual capital programme. The work covers capital project advice, planning and programme support across the full project lifecycle, from RIBA Stages 0–7. The consultant is expected to support project development and delivery, monitoring and governance, and provide expert oversight, coordination, reporting and proactive management of risks, constraints, dependencies and opportunities. Projects may take place in different clinical environments, including medium-secure settings, across Kent and Medway. Services must comply with relevant security, access and safety requirements. The work is construction and building consultancy (CPV 71530000 and 71315200).

The procurement is complete and the contract has been awarded to Ingleton Wood LLP. The award was made on 16 October 2026, following a competitive further competition under the ESPO Property, Building and Infrastructure Advice and Management Services framework, South of England lot. One contract covers the full service scope. Its estimated value is £2,566,800 excluding VAT (£3,208,500 including VAT); this is not guaranteed expenditure or a commitment to a minimum volume. The contract period runs from 1 November 2026 to 31 March 2031, with extensions permitted up to a total term of seven years, ending no later than 31 March 2033. Evaluation criteria are not stated in the available process details.

This award shows demand from the Trust for a single multidisciplinary consultancy able to support a changing pipeline of capital projects, rather than one fixed project or guaranteed volume of work. A credible competitor for a similar requirement would need to provide end-to-end capital project advisory, planning and programme support across RIBA Stages 0–7, with strong project oversight, coordination, reporting and governance. It would also need to manage risks, constraints and dependencies proactively, and work safely and compliantly in clinical environments, including medium-secure settings where access and security controls apply. The procurement route was a competitive further competition through an established property, building and infrastructure advice framework, so suppliers would need to be positioned to participate through a relevant framework arrangement.
