Summary of the contracting process

Folkestone and Hythe District Council is procuring pest-control services on behalf of itself, Dover District Council and Thanet District Council. The work covers residents across all three council districts, with one shared supplier delivering the service under a separate contract with each council. The service is intended to provide pest control to residents, including discounted rates for qualifying benefit recipients and support for vulnerable households. This is a services contract for pest-control work (CPV 90922000).

The councils invited tenders through an open competition under the concession special regime. The enquiry deadline was 11 November 2026 at 23:59:59 UTC and the tender submission deadline was 17 November 2026 at 13:00 UTC. The initial contract period is 4 January 2027 to 3 January 2030, with two possible 12-month extensions subject to satisfactory performance. The estimated value for the full five-year term is £229,600 for Dover, £128,800 for Folkestone and Hythe, and £240,800 for Thanet, excluding VAT. Evaluation gives 60% to standard and discounted five-year price sums, 40% to quality: best practice (10%), cost control (10%), operations (10%), complaints (6%) and added value and innovation (4%).

The opportunity suits small and medium-sized businesses and voluntary, community or social enterprises. A strong bid will demonstrate the capacity to mobilise and resource service delivery across three council areas, manage triage, bookings and emergency call-outs, and maintain continuity during staff absence, equipment failure or severe weather. Suppliers should be able to alert councils to escalated infestations and public-health or property risks, and set out clear out-of-hours and complaints processes. The councils seek evidence of quality assurance and health and safety systems, keeping practice current with regulatory changes, relevant accreditations and professional memberships. Bidders should also show how they will keep services financially viable and accessible, provide cost and payment-mechanism information, and improve service quality through effective treatments, technology or preventative work. No specific pest-control licence or accreditation is stated as a condition.
