Summary of the contracting process

North Somerset Council intends to commission extra care housing services at Strawberry Gardens in Yatton. The service will provide on-site care and support to older people living in their own self-contained homes, helping them remain as independent as possible and offering a response to emergency calls. Extra care housing is intended as an alternative to residential care for people whose care needs mean they can no longer manage in their current home; it is not a care home. The requirement is for health and social care services, delivered at the Strawberry Gardens development in Yatton. The council is seeking provider feedback on the market to shape its future commissioning and procurement approach.

This process is at the planning stage: the council is undertaking preliminary market engagement, not inviting tenders. Suppliers are asked to complete and return a market engagement questionnaire through the Supplying the South West portal by 17:00 on 2 November 2026. The council expects a future notice on 1 February 2027. The planned service period runs from 28 October 2027 to 27 October 2033. The stated estimated value is £1,209,000 excluding VAT (£1,450,800 including VAT). The requirement is arranged as one lot, with participation considered suitable for small and medium-sized businesses. Feedback will help the council understand the market, opportunities and challenges, and inform its future procurement approach; engagement responses will not be evaluated as part of a future tender.

This engagement is relevant to providers of extra care housing and care and support services for older people, particularly those able to deliver support on site in residents’ own homes and respond to emergency calls. Smaller providers may be suitable, and organisations with experience of promoting independence and providing an alternative to residential care are well placed to contribute. At this stage, the council is seeking market insight rather than assessing bids: providers can share their understanding of service delivery, market capacity, opportunities and challenges to help shape the future commissioning approach. Taking part in the engagement does not form part of a formal procurement and the responses will not be scored in a later tender. Suppliers must be registered on the Central Digital Platform to participate in procurement opportunities.⟂

Invitation to Participate in Market Engagement for the provision of Extra Care Housing services in Strawberry Gardens 2026

Notice Description

North Somerset Council invites suppliers to express their interest in participating in a market engagement exercise regarding the provision of Extra Care Housing services in Strawberry Gardens, Yatton. We are seeking feedback from providers to help inform the future commissioning and procurement of Extra Care Housing services. The information provided will be used to understand the current market, identify opportunities and challenges, and support the development of any future procurement approach. Participation does not form part of any formal procurement process and will not be evaluated as part of any future tender exercise. Residents of extra care housing have their own self-contained homes, their own front doors, and a legal right to occupy the property. Extra care housing is not a care home. There is an on-site care provider who will deliver care and support to the residents of the development with a view to enabling clients to remain as independent as possible in their own home. The care provider is also available for any emergency calls required by the clients. North Somerset Council is committed to offering extra care housing as an alternative to residential care for those people who can no longer manage in their current home due to their care needs.
