Summary of the contracting process

Westmorland and Furness Council procured specialist addictions services in Westmorland and Furness (rehabilitation services; CPV 85312500). The service combines clinical treatment with non-clinical recovery support for people affected by substance misuse, abuse and addiction. Its interventions are intended to reduce harm, improve health and wellbeing, support recovery and independence, and lessen the effects on individuals, families and communities. The service also contributes to the Council’s wider public health objectives. Delivery is person-centred and covers a range of substance-related and addictive behaviours.

The process records Waythrough, the incumbent provider, as the selected supplier, with an active contract. The contract is valued at £2,659,493 and was signed on 30 September 2026. The procurement rationale describes an intention to award under the Provider Selection Regime 2023, Direct Award Process C, and says the Procurement Act 2023 does not apply. It was a direct award without a prior competition. The Council’s rationale says the existing contract was due to expire, the considerable-change threshold was not met, and the provider had delivered to an appropriate standard. The assessment considered quality and innovation, value, integration and sustainability, access and health inequalities, choice, and social value. Representations were due by midnight on 30 October 2026.

This requirement shows demand for a joined-up local addictions service that combines specialist clinical treatment with practical, non-clinical recovery support. A credible future supplier would need to demonstrate consistent service quality and outcomes, a sustainable model that represents value for money, and the ability to work effectively across local health, social care and support pathways. Continuity and partnership working matter, alongside maintaining access for diverse service users across Westmorland and Furness and helping reduce health inequalities. Evidence of contribution to local communities and wider social outcomes is also relevant. The Council’s decision favoured an established provider it considered likely to continue meeting the service requirements, so a competitor would need to show both dependable delivery and the capacity to sustain an integrated service across the area.
