Summary of the contracting process

High Speed Two (HS2) Limited is preparing to procure land referencing services for its Land and Property Directorate, supporting delivery of the HS2 railway programme. The work researches and validates ownership, tenancy, occupation, licences and other legal interests in land so that statutory notices can be properly served. Expected services include land referencing and enquiries for statutory processes; re-referencing and safeguarding; support for compensation and homeowner protection schemes; land acquisition, including compulsory purchase; notices and access for surveys; and management, assurance and improvement of land and property records and data. The requirement may also cover specialist resource support and other land, property or compulsory-purchase activities directed by HS2. The programme involves tens of thousands of property records and thousands of land parcels. The work is for HS2’s programme; no delivery location is stated.

The process is at planning: HS2 is undertaking preliminary market engagement to shape its procurement strategy, not inviting tenders at this stage. It is seeking feedback on supplier appetite, capability, capacity and possible procurement approaches through a Market Sounding Questionnaire. HS2 expects responses for this engagement by 5pm on 11 November 2026 and may undertake further engagement. The anticipated future notice date is 25 January 2027. HS2 currently estimates a maximum contract value of £5 million including VAT over a potential term of up to four years and six months; these figures and the scope may change following engagement. One lot is planned, and HS2 indicates the requirement is suitable for SMEs. The lot is expected to run from 1 May 2027 to 31 October 2030, with possible extension to 31 October 2031. The future procedure and evaluation criteria are not yet set out.

This requirement is relevant to land referencing and property services firms, particularly those experienced in researching and validating legal interests in land for large infrastructure or statutory acquisition programmes. Suppliers with capability in compulsory purchase, safeguarding, compensation and homeowner protection schemes, land access and statutory notice service are well placed to contribute. HS2 also anticipates work involving title registration, land possession and transaction records, data assurance, improvement and re-engineering, and specialist resource augmentation. The breadth of activities could suit multidisciplinary providers or teams able to combine land referencing expertise with property-record management and data services. SMEs are expressly considered suitable for the planned lot. The engagement is intended to help HS2 understand market capability and capacity, so suppliers can inform the developing requirement and procurement approach; participation is at each organisation’s own cost and is not a prerequisite for any later competition. No specific accreditations or minimum experience thresholds are stated.
