Summary of the contracting process

The Royal Borough of Greenwich intends to commission residential accommodation and support for adults aged 18 and over with learning disabilities, autism, profound and multiple learning disabilities, complex health needs and behaviours that may challenge. The service is expected to cover five Council-owned, Care Quality Commission-registered residential homes, providing approximately 41 bed spaces. The Council owns the properties and acts as landlord. Work will be delivered in Greenwich, London. The service is intended to provide person-centred care and support, with a focus on independence, progression and inclusion in the community. The scope also touches on the management and upkeep of the properties and the transition to a future service model.

This is at planning stage: the Council is undertaking preliminary market engagement to shape a future commissioning and procurement exercise; there is no invitation to tender at this stage. The Council expects the future contract to run from 1 April 2028 to 31 March 2038. It is seeking views on service models, property and lease arrangements, contract structure and length, mobilisation, workforce, costs and value for money. Engagement is planned through a virtual event on Microsoft Teams on 5 November 2026, with questionnaires, workshops, individual provider discussions and possible follow-up clarification. The event is limited to three attendees per organisation; registration is by email to the People Procurement Team.

The Council welcomes providers experienced in residential care, learning disability and autism services, accommodation-based support, property management and related services. This is particularly relevant to organisations able to support people with profound and multiple learning disabilities, complex health needs and behaviours that may challenge, and to deliver person-centred care using Positive Behaviour Support and other specialist approaches. Providers with strengths in promoting independence and community inclusion, recruiting and retaining care staff, and mobilising or transitioning services can contribute to shaping the model. The Council is also seeking practical expertise in estate stewardship, facilities management, insurance, repairs, maintenance and asset responsibilities. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. The engagement is intended to inform the future service and commercial arrangements.
