Summary of the contracting process

The Ministry of Defence intends to establish a framework for the supply of field supplies and associated items, including field kitchens, M6 cookers and other fabricated items. Babcock Land Defence Limited is acting as the Ministry’s agent. The current scope covers 42 items, each identified by a NATO Stock Number and subject to technical specifications and applicable standards to be set out in the procurement documents. The Authority may add further items of a similar nature during the framework’s life. The goods are for delivery in the United Kingdom. The procurement is classified as goods and includes field kitchens (CPV 44211400).

This is at planning: the buyer has stated its intention to procure, but there is no invitation to tender yet and no guarantee that it will proceed or award a framework. The expected route is a two-stage Competitive Flexible Procedure. The buyer expects a Procurement Specific Questionnaire stage followed by an invitation to tender for shortlisted suppliers; selection at the first stage is intended to be pass/fail against mandatory participation requirements. The framework is planned to run for four years, from 5 March 2027 to 4 March 2031. The estimated value is £1.5 million excluding VAT (£1.8 million including VAT). The buyer expects to publish a further notice on 1 December 2026, with an expression-of-interest date of 15 January 2027 and an anticipated award date of 5 March 2027. The planned procurement is a single lot; award is intended to go to the most advantageous tender, assessed on price and supply information, technical submissions and social value.

This may suit suppliers of field equipment, field kitchens, M6 cookers and fabricated goods, including SMEs, which the buyer has identified as suitable for the lot. Suppliers will need to meet the technical specifications and applicable standards for the relevant NATO-stock-numbered items. The buyer’s planned technical assessment indicates that bidders should be able to demonstrate effective supply-chain management, broad contract coverage, price and lead-time control, availability management, reliable delivery, counterfeit prevention and obsolescence management. Social value commitments will also be assessed, including fair wages and working conditions, support for people to enter and progress in employment, and job or training opportunities for people facing employment barriers and in deprived areas, skills-shortage sectors or high-growth industries. The procurement carries a Level 1 (Foundational) cyber risk profile. The framework would not guarantee a minimum amount of business, and the buyer may decide not to award it.‌
