Summary of the contracting process

East Kent Hospitals University NHS Foundation Trust procured a staffed mobile CT scanning service to support diagnostic imaging for its patients. The service includes mobile CT facilities, the staff to operate them, generator provision and associated support services. Delivery is at Trust sites across East Kent, England. The Trust’s stated intention was to continue its existing service without material changes to its locations, operating model, patient group, staffing model or clinical outputs. This is medical imaging work for a healthcare provider, rather than a purchase of CT equipment alone; suppliers need to deliver the staffed, supported mobile service as a whole.

The process used Direct Award Process C under the Health Care Services (Provider Selection Regime) Regulations 2023, without a call for competition. In the published process data, the Trust states that the existing provider was performing satisfactorily and that the continuation met the process conditions. InHealth Group Ltd was named as the selected supplier. The contract is recorded as active and signed on 21 October 2026. Its value is £2,119,220 excluding VAT and fuel costs, and the intended contract period is 3 November 2026 to 2 November 2028, with no extension options. The Trust assessed quality and innovation, value, integration and service sustainability, access and health inequalities, choice, and social value; the stated award basis gave quality a 100% weighting and price 0%.

This outcome shows demand from East Kent Hospitals University NHS Foundation Trust for continuity of a complete mobile CT service, not simply the provision of a vehicle or scanner. A credible competitor would need to demonstrate access to mobile CT facilities, suitably capable clinical and operational staff, generator provision and the support needed to maintain diagnostic imaging delivery across Trust sites. The Trust’s reasoning places particular weight on satisfactory delivery of the existing service and confidence that the provider can continue to meet the required standard without disrupting service scope, patient coverage, locations, staffing or clinical outputs. Suppliers should therefore be able to evidence dependable service continuity, operational readiness and quality, alongside value and the ability to support access, collaboration and sustainability in an NHS setting. The route used relied on the existing provider’s satisfactory performance.
