Summary of the contracting process

Cumberland Council is seeking professional services to deliver its prioritised capital improvements programme for school properties. The commission covers architectural services, building surveying, mechanical and electrical engineering, structural engineering and quantity surveying, supporting planned improvements to schools. Two providers are to be appointed, with projects allocated between their individual programmes and balanced where possible by project numbers and estimated construction values. The Council retains control over programme decisions and project allocation. Construction is expected to take place mainly during school holidays, particularly summer breaks; work in occupied schools may be considered with each school’s agreement during scoping. Delivery is across Cumberland, in the North West of England. The requirement is suitable for SMEs and voluntary, community and social enterprises.

The Council invited offers through an open procedure. This is a procurement re-wind to the pre-tender stage: suppliers that submitted previously must submit replacement tenders against the updated documents. The enquiry deadline was 30 October 2026 at 12:00 UTC and the tender submission deadline was 16 November 2026 at 12:00 UTC. The expected award decision date was 4 December 2026. The contract is scheduled to run from 4 January 2027 to 31 March 2029. Its maximum estimated value, including any extension period, is £1.5 million; this is not a guaranteed spend. There is one lot. Evaluation weights quality at 65%, price at 20% and social value at 15%. Submissions are through The Chest portal, in English.

This opportunity suits multidisciplinary built-environment consultancies able to provide architectural, building surveying, mechanical and electrical engineering, structural engineering and quantity surveying services for a school estate. Two appointed providers will receive separate programmes of projects, so suppliers should be equipped to manage multiple commissions and work across a portfolio of school capital improvements. Delivery planning needs to accommodate construction concentrated in school holiday periods, especially summer breaks, while also being able to scope work that may take place in live school settings where agreed with the school. The Council welcomes bids from diverse business communities and the voluntary sector, and requires suppliers to comply with applicable statutory obligations and participate in its supplier audits covering diversity. Quality is the largest scored element, alongside price and social value.
