Summary of the contracting process

NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board commissioned licensed fertility services as routine elective secondary care. The service covers the patient pathway where appropriate: referral and triage, clinical assessment, diagnostics and consultation; pre-treatment assessment and preparation; outpatient, ambulatory or inpatient treatment; discharge planning; and specialist follow-up and referrals, including support for up to 14 days after discharge. The requirement is for fertility care delivered by a licensed provider, rather than general hospital services. The procurement records delivery in the UKK1 area, corresponding to Gloucestershire, Wiltshire and Bristol/Bath area. Gloucestershire ICB was working with the buying ICB in a formal clustering arrangement ahead of a planned merger into a single organisation.

The procurement is complete and the contract was awarded to Bath Fertility Centre Ltd. The award was made under the Provider Selection Regime using Direct Award Process B, without a prior call for competition, and was conducted in line with Right to Choose requirements. The award was based entirely on patient choice; price carried no evaluation weight. The contract period runs from 1 April 2026 to 31 March 2027, with no extension provision. It is activity-based and has no guaranteed contract value; the recorded contract value is £0.01. The contract was signed on 28 September 2026. The tender lot is marked cancelled, while the award and contract are active.

This requirement points to a market for licensed fertility providers able to deliver routine elective secondary care across the full patient pathway, from referral, assessment and diagnostics through treatment, discharge and short-term follow-up. A credible provider needs the clinical capability and service arrangements to offer outpatient, ambulatory or inpatient treatment as appropriate, plus coordination with referring and other general or specialist services. The buyer used a Provider Selection Regime direct award route and selected on patient choice rather than price, so patient-facing service quality and the ability to support choice are central to the purchasing approach. The activity-based arrangement indicates demand tied to delivered care rather than a guaranteed volume. Providers with the licensing and capacity to serve patients across the Bristol, North Somerset, South Gloucestershire and Gloucestershire area are the closest fit.
