Summary of the contracting process

Kingston Upon Hull City Council commissioned open-access community pharmacy needle-exchange services in Hull. The service provides injecting equipment, including bespoke “pick and mix” supplies, to people who inject drugs and image- and performance-enhancing drugs. Pharmacies also provide health advice on reducing the harms of injecting, and support individuals’ physical and emotional wellbeing through an integrated response to drug use. The work includes arranging the return and safe disposal of used equipment through commissioned waste-disposal arrangements. The service is intended to align with the wider public-health agenda and Hull’s recovery-oriented alcohol and drug services. It is a pharmacy service (CPV 85149000), delivered through community pharmacies for service users in Hull.

The procurement has been awarded to Sutton Manor Pharma Services Limited, trading as Sutton Manor Pharmacy, and Marfleet Pharmacy; both contracts are recorded as active and signed on 22 October 2026. The council described a total estimated service value of £175,000. The anticipated contract period runs from 1 November 2026 to 31 March 2031. The council used Direct Award Process B under the Health Care Services (Provider Selection Regime) Regulations 2023, without prior publication of a call for competition. The procurement was organised as one service requirement, with awards made to two suppliers. The stated evaluation criterion was user choice, with a recorded weighting of 100. The source also marks the lot as cancelled, although it records two active awards and contracts.

For a future requirement from this council, credible suppliers would need to operate community pharmacy services accessible to people who inject drugs, including users of image- and performance-enhancing drugs. Delivery requires the ability to supply a tailored range of injecting equipment, give practical harm-reduction advice and respond to both drug-related needs and individuals’ physical and emotional wellbeing. Pharmacies would also need arrangements for returning and disposing of used equipment, as well as the ability to work with the council’s wider public-health and recovery-oriented alcohol and drug services. The awards to two Hull pharmacy providers show that the council has bought this service through a direct-award route and selected providers able to deliver the specified pharmacy-based offer. The stated assessment basis was user choice.
