Summary of the contracting process

The Local Government Association is commissioning one supplier to develop two practical toolkits: one on preventing homelessness and one on managing temporary accommodation. They are intended to help local authority housing officers and elected officials prevent homelessness and rough sleeping, and manage pressures when homelessness occurs. The guides should cover good practice, guidance and practical advice on different ways of working within current constraints, and align with related work on the Single Homelessness Pathway and outreach. They are research and development consultancy services. The toolkits are for use by local authorities; the procurement does not identify a specific delivery location.

The buyer invited offers through a below-threshold open competition. The process reached the tender stage, with electronic submission permitted. The deadline for questions was 2 November 2026 at 17:00 UTC, and the bid deadline was 9 November 2026 at 17:00 UTC. The single lot has a gross estimated value of £64,800. The contract period runs from 24 November 2026 to 30 April 2027, with publication of the toolkits expected in spring 2027. Evaluation gives 40% to relevant skills and experience, including housing and homelessness references and research outputs; 35% to the delivery methodology, flexibility, person-centred approach and engagement with central government and the local authority and housing sector; 15% to delivery within the timetable; 10% to equality, diversity and inclusion; and 10% to cost.

This opportunity suits a consultancy or research team with demonstrable experience in housing and homelessness, supported by relevant references and the ability to produce practical, evidence-informed guidance. Suppliers will need a credible delivery approach that can adapt to the client’s needs, engage both central government and local authority and housing-sector stakeholders, and keep the work person-centred. The timetable requires capacity to deliver two toolkits for publication in spring 2027. The guidance must address homelessness prevention and temporary accommodation management, identify useful practices and models that can work under resource constraints, and help local authorities act on their strategic aims. The buyer also assesses equality, diversity and inclusion, alongside skills, methodology, timetable and cost.

Homelessness Toolkits

Notice Description

The LGA have received a grant to commission the development of two toolkits delivered by one supplier focussed on homelessness prevention and temporary accommodation management following the publication of the MHCLG National Plan to End Homelessness Strategy. This strategy outlines the cross departmental approach with a significant role for local authorities to play in the delivery of homelessness services and working to end homelessness. This means that, where homelessness does occur, these experiences should be rare - because homelessness is prevented wherever possible, brief - in that people should have access to support quickly, and non-recurring. The purpose of these toolkits is for Local Authority usage as practical support for relevant officers and politicians to inform their work on homelessness and rough sleeping. They should highlight on key areas within the two topics including best practice, good guidance, and practical advice for supporting the development of different models of work under current constraints. There are other relevant toolkits currently being procured by MHCLG which these will need to read across also such as on the Single Homelessness Pathway and Outreach. The timelines for this procurement are that we expect to see the toolkits published in Spring 2027 and to be in line with the Local Governments accessibility requirements, as well as the national procurement policy statement priorities of; * Delivering economic and social value * Driving economic growth * Building commercial capability to deliver value for money and stronger outcomes Toolkits will be designed as practical guides with solutions and support orientated towards local authority housing officers and elected officials to support them in delivering on their strategic aims, whilst acknowledging the circumstances and constraints they work within. Toolkits are intended to be useful resources that focus on priority areas where innovation, within limited resources, is needed to help manage pressures and support the prevention and ending of homelessness.
