Summary of the contracting process

Wolverhampton City Council, working with Black Country Healthcare NHS Foundation Trust, is seeking one or more delivery partners for a local emotional mental health and wellbeing service. It will support children and young people aged 5–18 with mild to moderate emotional and mental health needs, extending to age 25 for people with special educational needs and disabilities or care leavers. The service is intended to support at least 1,800 young people each year. This is a health and social care service, delivered in Wolverhampton. The requirement brings together support for young people with emotional and mental health needs across the city, with extended age eligibility for the specified groups.

The council invited offers through an open procedure. This is the tender stage, following an earlier tender process that was abandoned so the specification and financial envelope could be revised. The single lot has an estimated total value of £2,832,423.95 gross. The service contract is scheduled to run from 1 April 2027 to 31 March 2030, with two optional one-year extensions, giving a maximum term of five years. Suppliers could submit questions until 10 November 2026 at 23:59:59, and bids were due by 20 November 2026 at 12:00. The planned award decision date was 26 February 2027. Evaluation weights quality at 85%, social value at 10%, and equality, diversity and inclusion at 5%. Economic and technical participation conditions are detailed in the tender pack and procurement portal.

The opportunity may suit small and medium-sized businesses and voluntary, community or social enterprises. It calls for a delivery partner able to provide emotional and mental health support to a substantial number of children and young people each year, including those with mild to moderate needs. Suppliers should be equipped to serve young people across the 5–18 age range and extend provision to eligible individuals up to age 25, including people with special educational needs and disabilities and care leavers. The strong emphasis on quality makes service delivery capability central to the competition; social value and equality, diversity and inclusion also form part of the assessment. Economic and technical participation requirements apply, with their detail set out in the tender materials.
