Summary of the contracting process

Bristol NHS Foundation Trust intends to procure an end-to-end managed lung cancer screening service for the Somerset, Wiltshire, Avon and Gloucestershire (SWAG) regional programme. The service, formerly known as Targeted Lung Health Checks, is expected to cover the full screening pathway: identifying eligible people, arranging appointments, carrying out lung health checks, face-to-face clinical reviews and low-dose CT scans, reporting and assessing results, multidisciplinary review, communicating results, and follow-up, surveillance and recall. The provider is also expected to supply clinical and diagnostic services, appropriately qualified staff and equipped mobile units, IT and data management, and programme management covering logistics, stakeholder communications and ongoing service development. The buyer is Bristol NHS Foundation Trust. Delivery is across Somerset, Wiltshire, Avon and Gloucestershire.

This is a planning-stage market engagement, not an invitation to tender or a formal competition. Bristol NHS Foundation Trust is developing its procurement strategy under the Provider Selection Regime and is considering either an open-market competitive process or a further competition through the NHS Shared Business Services Clinical Managed Services Framework. The buyer’s indicative timetable anticipates publication on 2 November 2026, bids by 30 November 2026, contract award on 26 January 2027, mobilisation from 1 February 2027 and service commencement on 1 April 2027. The proposed contract is for 36 months, with two possible 12-month extensions, giving a maximum term of 60 months. The Trust is seeking market feedback on the procurement route, timetable and other considerations to inform its developing strategy.

The planned service is likely to suit providers able to combine clinical and diagnostic delivery with mobile screening capacity, digital systems and programme operations across a regional footprint. Relevant strengths include appropriately qualified clinical staff, low-dose CT scanning and reporting, lung health assessment, results management, multidisciplinary working, follow-up and recall, as well as the logistics and stakeholder engagement needed to coordinate the pathway. The Trust highlights a challenging delivery timetable and anticipated accelerated procurement and mobilisation, so suppliers will need sufficient staff, equipment and operational resources to prepare and implement the service at pace. The service model and procurement route remain under development; prospective providers can contribute feedback on the proposed approach and timing during this market-engagement phase.
