Summary of the contracting process

Trinity House is seeking bathymetric and topographic survey services around the Smalls, Eddystone and Les Hanois lighthouses. The surveys will provide accurate information about the surrounding areas to support an investigation into using jack-up and floating assets for lighthouse modernisation and maintenance, potentially avoiding repeated helicopter journeys to mobilise people, equipment and tools. Trinity House is responsible for operating and maintaining more than 60 lighthouses around England, Wales, the Channel Islands and Gibraltar. The survey work relates to these three remote lighthouse locations; the procurement asks suppliers to price each location individually.

Trinity House invited offers through a below-threshold open competition. The enquiry deadline was 6 November 2026 at 23:59 UTC, and the submission deadline was 13 November 2026 at 23:59 UTC. The contract period runs from 27 November 2026 to 31 March 2027. The estimated value is £90,000 excluding VAT (£108,000 including VAT). There is one lot, and bids are evaluated on price. Suppliers are asked to provide individual costs for each location; Trinity House may appoint one supplier or multiple suppliers to complete the surveys. The full specification is available by emailing the address given in the tender information.

This requirement is suited to small and medium-sized businesses and to survey providers able to produce accurate bathymetric and topographic data around remote lighthouse sites. Suppliers with marine survey capability and the practical capacity to cover one or more of the three locations may be relevant. The work supports an investigation into alternative ways of reaching and maintaining rock tower lighthouses, so experience operating in remote coastal or offshore settings could be commercially relevant. The procurement asks for location-by-location pricing, allowing suppliers to price the sites individually.

Notice Title

CM141 - Bathymetry & Topographic Surveys - Smalls, Eddystone and Les Hanois Lighthouses

Notice Description

Trinity House (TH) holds the operation and maintenance responsibility for over 60 lighthouses around England, Wales, the Channel Islands and Gibraltar. These critical aids-to-navigation (AtoNs) include several Rock Tower lighthouses that require regular modernisation and ongoing maintenance. Accordingly, Trinity House would like to investigate the feasibility of utilising jack-up and floating assets to avoid repeated journeys to these remote locations by helicopter to mobilise personnel, equipment and tools. To support this investigation, it is important to have accurate bathymetric and topographic surveys of the surrounding area. In order to ensure successful completion of all survey by the end of March 2027, Trinity House reserve the right to appoint a singular or multiple suppliers to fulfil this requirement. As a result, suppliers are requested to submit individual costs for each location.
