Summary of the contracting process

Northamptonshire Healthcare NHS Foundation Trust is planning to appoint a lead neighbourhood organisation for phase one of its Obesity Pathway Innovation Programme, working collaboratively with Leicestershire Partnership NHS Trust. The provider will coordinate an integrated local pathway for preventing and treating overweight and obesity, bringing together existing NHS, local authority and voluntary-sector services. It may commission or deliver extra support where an evidenced gap cannot be met through current provision; it is not intended to replace or duplicate established services. The work is divided between Charnwood in Leicestershire and South and West Northampton. This is a health services commission focused on joining up local provision, improving access and equity, and addressing gaps in support.

The process is at planning: the Trust has signalled its intention to procure, but this is not an invitation to tender. It expects a Most Suitable Provider assessment following expressions of interest, against key criteria, and indicates a further notice on 30 November 2026. The planned fixed term is two years, with service commencement expected from 1 December 2026; the preferred provider is expected to mobilise within three months of contract award. The stated overall value is £700,000. Two lots are described: Charnwood, with £250,000 plus up to £500,000 activity-based income; and South and West Northampton, with £250,000 plus up to £200,000 activity-based income. These lot figures are subject to final procurement and contract terms.

The work is suited to an organisation able to lead across neighbourhood health and care services, build effective partnerships with NHS providers, local authorities and voluntary organisations, and identify and address gaps without displacing existing provision. The buyer is seeking coordination, better access and equitable support across an integrated obesity pathway, rather than a provider required to deliver every element of prevention and treatment itself. Suppliers will need the ability to commission or provide additional services where need is evidenced. The appointed organisation must operate under its own Care Quality Commission registration, with all required licences and regulatory registrations in place before services begin. Suppliers with local partnership experience and the organisational capacity to mobilise the service and manage a two-area delivery model are likely to be best placed to prepare.
