Summary of the contracting process

East Renfrewshire Council, on behalf of its Health and Social Care Partnership, is seeking providers of adult and child supported living services. The work is delivered across East Renfrewshire, including Barrhead, Neilston and Uplawmoor, Thornliebank, Netherlee and Giffnock, Clarkston, Busby and Eaglesham, and Newton Mearns. Providers will support people in their communities in line with relevant care and social-work standards. The procurement is divided into two lots, one for adult services and one for children’s services. The Council intends to establish a multi-provider flexible framework, with call-offs based on the areas in which providers say they can deliver. New providers may be admitted when the framework is reopened during its term.

The Council invited tenders through an open procedure, using electronic submission. This process reached the tender stage. Bids were due by 26 November 2026 at 12:00 UTC. The anticipated contract start is no later than January 2027, or another date confirmed by the Council. The initial term is seven years, with options for a further two years and then one final year, giving a maximum term of ten years. Estimated values over that maximum term are £121 million for adult services and £29 million for child services; these are not guaranteed. The estimated annual budget is approximately £15 million, also not guaranteed. Quality carries 60% of the evaluation and price 40%. The framework does not guarantee work to any provider.

This suits providers with established adult or children’s supported-living capability in East Renfrewshire and the capacity to deliver care across the communities covered. Providers must hold a Care Inspectorate grade of 4 or above and meet relevant regulatory standards and qualifications. Staff working with individuals must meet Scottish Social Services Council registration requirements and pass full PVG disclosure checks. Providers must comply with the Health and Care (Staffing) (Scotland) Act 2019, relevant care legislation and the policies required by the agreement. Bidders must evidence the required insurance or commit to obtaining it by contract commencement, and provide certificates. Financial standing is assessed, with a Creditsafe score of at least 30 expected throughout the contract. Maximum charge rates are £27 per hour for care and £17 per hour for a 10-hour sleepover in 2026–27. Community benefits and sub-contracting provisions also apply; providers must pay the Real Living Wage by the second anniversary if they do not already.
