Summary of the contracting process

Northamptonshire Healthcare NHS Foundation Trust commissioned child and adolescent mental health services (CAMHS), a healthcare service for delivery in Northamptonshire. The requirement is described as provision of CAMHS services and continues an existing service. Lincolnshire Partnership NHS Foundation Trust was the selected provider. The buying organisation is Northamptonshire Healthcare NHS Foundation Trust; Lincolnshire Partnership NHS Foundation Trust is based in Lincoln. The service is linked to the Northamptonshire delivery area. This is a health-services contract rather than a purchase of goods or construction work, and the stated scope is CAMHS provision.

The procurement is complete and the contract was awarded to Lincolnshire Partnership NHS Foundation Trust. It was made as a direct award under the Provider Selection Regime, without a prior competition. The contract was signed on 14 September 2026 and is valued at £1,843,047.29. The service period is stated as one year, from 1 April 2026 to 31 March 2027. The stated assessment gave 100% weight to quality, on the basis that there was no realistic alternative provider or patient choice, and 0% to cost. The buyer cited the provider’s existing role, a review of its performance against key criteria, and continuity with the previous contract. One bid is recorded. The lot is marked cancelled, although the award and contract are recorded as active.

For providers of child and adolescent mental health services, this award demonstrates demand from Northamptonshire Healthcare NHS Foundation Trust for continued CAMHS delivery in Northamptonshire. The selected provider was an existing service provider, and the buyer’s rationale focused on continuity, current performance and confidence that the provider could meet the requirement. A credible competitor when this requirement next comes to market would therefore need to demonstrate strong CAMHS delivery and evidence of satisfactory performance, alongside the ability to maintain an established service for young people whose placement depends on clinical presentation and bed availability. The stated assessment treated quality and the lack of a realistic alternative as decisive, rather than price. The award was made directly without competition, so the process provides little evidence of a competitive price benchmark.

Procurement Information

Northamptonshire Healthcare NHS Foundation Trust are awarding the contract named within this notice under the Direct Award A process which is outlined within the Health Care Services (Provider Selection Regime) Regulations 2023. The provider named in this notice is an existing provider and has been reviewed through a Key Criteria assessment to ensure the awarding body is satisfied with current performance and reasonably expects the provider to be able to satisfy the contract which is the subject of this notice. The contract which is the subject of this notice has not changed considerably when compared with the existing/previous contract delivered by the named provider. There is an existing service. There is no realistic alternative to the existing provider due to the nature of the health care services. Direct Award B would not apply, as patients do not have a choice of provider. Due to the nature of the health care services, patients are typically placed based on bed availability and clinical presentation, therefore there are limitations to patient choice.
