Summary of the contracting process

West Oxfordshire District Council is seeking a contractor to collect, haul and recycle glass packaging collected by the council. Around 1,800 tonnes a year will be made available at a designated transfer station in West Oxfordshire, currently Downs Road, Witney. The transfer station is operated and managed by the council’s appointed waste services contractor. The council may also require the successful contractor to manage an additional volume of up to 1,500 tonnes a year, priced as an optional element. This is a glass packaging recycling and haulage service, rather than a general waste collection contract, and is relevant to operators able to take material from the transfer station and arrange its onward transport and recycling.

The council invited offers through a below-threshold open competition. The tender submission deadline was 24 November 2026 at 17:00. The contract was scheduled to run from 11 January 2027 to 10 January 2029, with an option for the council to extend it by up to three further years in successive 12-month periods. Extensions are subject to satisfactory performance and continuing business requirements. The stated evaluation gives price a 60% weighting and quality 40%. The tender is divided into one lot, covering the glass packaging collection, haulage and recycling service, including the optional additional volume. The contracting process reached tender, so the buyer invited offers. The published procurement value is recorded as zero, and no usable contract value is provided.

This opportunity is suited to waste and recycling businesses with the operational capability to handle a substantial, recurring stream of glass packaging. Suppliers need to be able to collect material from a designated transfer station, provide haulage and secure recycling for the glass. The work may also require capacity to manage a significant additional annual volume if the council exercises that option, so bidders should be able to accommodate variation beyond the core requirement. A supplier with established glass recycling routes, suitable transport and handling arrangements, and experience coordinating with a council-appointed waste services contractor is well placed to compete. The quality weighting means delivery arrangements matter alongside price. The single-lot structure suits a provider able to deliver the service as a whole; there is no separate lot for collection, transport or recycling.
