Summary of the contracting process

Braintree District Council intends to appoint a multidisciplinary consultancy team for the Bradford St replacement project in Braintree. The project aims to provide accessible temporary accommodation suited to the needs of people experiencing homelessness and reduce reliance on nightly paid accommodation. The preferred feasibility layout includes six self-contained units: three wheelchair-accessible apartments designed to M4(3) standards and three one-bedroom apartments, plus staff offices, meeting and interview rooms, cycle and refuse storage, and associated external works. The professional services cover validating the existing feasibility work, further surveys and investigations, planning and statutory approvals, design development through the relevant RIBA stages, support with procuring a construction contractor, and contract administration and cost management through to completion. Likely investigations include structural, asbestos, measured-building, topographical, utilities, drainage, energy and environmental surveys.

This is at planning stage: the Council has stated its intention to procure, and there is no invitation to tender in this process. It plans to hold preliminary market engagement, with questionnaire responses expected by 11 November 2026. A subsequent notice is expected on 20 November 2026. The anticipated procurement value is £300,000 excluding VAT (£360,000 including VAT). The planned contract period runs from 22 February 2027 to 21 February 2029. The procurement is presented as a single lot, with small and medium-sized enterprises considered suitable. The record does not state the intended procurement procedure or evaluation criteria, so suppliers should treat these as unsettled until the tender is published.

This work is likely to suit a multidisciplinary construction consultancy able to take a small housing refurbishment or replacement project from feasibility through design, approvals and delivery. Relevant strengths include architectural and building design, coordination of specialist engineering input, cost management and contract administration, as well as experience supporting construction procurement. Suppliers should be equipped to investigate an existing building and coordinate surveys covering structure, asbestos, building measurements, topography, utilities and drainage, alongside energy and environmental assessments. The team will need to develop accessible accommodation, including wheelchair-accessible apartments designed to M4(3) standards, and provide planning and statutory approval support. The Council is looking to validate existing feasibility work, undertake any further investigations needed and deliver the project through completion. SMEs are expressly considered suitable, making this potentially relevant to smaller consultancies and capable collaborative teams.
