Summary of the contracting process

Borough Council of King’s Lynn and West Norfolk is seeking a Habitat Regulations Assessment (HRA) to support preparation of its new Local Plan for 2026–2044. The work is environmental assessment and planning consultancy: assess the plan’s implications for European conservation sites, including Special Areas of Conservation, Special Protection Areas and Ramsar sites in and around the borough, against each site’s conservation objectives. The assessment is required under habitats regulations and will update or renew the evidence base for the plan. Delivery is for the borough council in King’s Lynn and West Norfolk, Norfolk.

The council invited offers through a below-threshold open competition. This is a single-lot services contract, with electronic submission allowed. The enquiry deadline was 18 November 2026 at 23:59, and the tender submission deadline was 25 November 2026 at 12:00. The contract period runs from 4 December 2026 to 3 September 2028, with an option to renew for up to one year, to a maximum end date of 3 September 2029. The estimated gross contract value is £90,000. Evaluation places 60% on quality: methodology and performance (30%), experience and skills (15%), communications (10%) and social value (5%). Price accounts for 40%: fixed completion price (35%) and expert-witness hourly rate (5%).

This opportunity suits environmental consultancies and specialists able to deliver a statutory Habitat Regulations Assessment for a local development plan. Relevant strengths include assessing plans against conservation objectives and evaluating effects on protected European sites, including Special Areas of Conservation, Special Protection Areas and Ramsar sites. The scoring makes the proposed methodology and performance approach the largest single quality factor, with a further emphasis on relevant experience and skills, clear communications and social value. Small and medium-sized businesses are identified as suitable, and the single lot allows firms to bid for the whole assessment. Suppliers should be able to provide a fixed price for completing the assessment and an hourly rate for expert-witness work.
