Summary of the contracting process

FCDO Services intends to establish a framework for fire risk assessments, fire management and advisory services across its overseas posts. The work includes completing fire risk assessments across the whole of the Foreign, Commonwealth and Development Office’s owned estate, with inspections covering at least 10% of rented properties. Fire strategy reports are also required where needed. This is a worldwide programme, so delivery will take place across the FCDO estate at posts overseas. The service is intended to assess fire risks and support their management across a diverse portfolio of owned and rented buildings.

This procurement is at the planning stage: the buyer has set out its intention to procure, and there is no invitation to tender yet. FCDO Services expects to use an open procedure to establish a framework. The planned contract period is 1 April 2027 to 31 March 2029, with a possible extension to 31 March 2031. The estimated value is £2,644,325 excluding VAT (£3,173,190 including VAT). The buyer expects to publish the next notice by 23 November 2026. An online market engagement meeting is planned for 5 November 2026, from 9.30am to 11.00am.

This work is suited to suppliers able to deliver fire risk assessments and related fire strategy advice across an international property portfolio, including both owned and rented buildings. Providers will need the capacity to carry out assessments across the full owned estate and inspections at a representative share of rented properties, while operating across overseas locations. The framework is identified as suitable for small and medium-sized businesses, making it relevant to specialist consultancies as well as larger providers. The buyer’s stated requirement centres on completing fire risk assessments and producing fire strategy reports where required; suppliers with experience managing varied building portfolios and delivering consistent assessment services across dispersed sites are well placed to prepare.
