Summary of the contracting process

Walsall Council intends to commission care and support services for children and young people in their homes and communities. The service is meant to help young people remain safe, included and supported with their families and communities, while building independence and achieving positive, sustainable outcomes. Support is to be flexible, personalised and based on assessed needs and individual strengths, with the aim of preventing escalation to more intensive interventions where appropriate. The work is classified as health and social work services. Delivery is in Walsall, within children and young people’s homes and the community. The Council is seeking a diverse range of support options that sustain family resilience, wellbeing, inclusion and connection to existing support networks.

This is at the planning stage: Walsall Council has set out its intention to procure, but has not yet invited tenders. It expects to use a framework agreement. The planned contract period runs from 1 June 2027 to 30 March 2032, with a possible extension to 30 March 2037. The estimated value is £10.8 million excluding VAT (£12.96 million including VAT). The Council expects to publish a further procurement notice by 15 January 2027. It is undertaking preliminary market engagement, with questionnaire responses due by 20 November 2026, to inform the framework, referral and allocation processes, package size and complexity, pricing, quality and outcome measures, market capacity and workforce, and delivery and coordination models. Further engagement may follow, including interviews, workshops or group sessions.

The planned service is identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises. It is likely to suit providers experienced in delivering care and support to children and young people in home and community settings, particularly those able to offer flexible, personalised support that responds to assessed needs and promotes independence, wellbeing, inclusion and family resilience. The Council is seeking market input on service design, referral and allocation, package complexity, pricing, outcomes, workforce capacity, delivery coordination and mobilisation. Providers with the capacity to contribute practical recommendations on these areas can help shape the future service and procurement model through the engagement exercise. This is preparation and consultation, not an invitation to bid; participation does not commit the Council to procuring services or awarding a contract.

Planning Information

Walsall Council is undertaking this Preliminary Market Engagement (PME) exercise to inform the future commissioning and procurement of care and support services for children and young people delivered within the home and community. The Council is currently exploring options in relation to: • Framework structure and operation • Referral and allocation processes • Package size and complexity • Pricing and payment models • Quality and outcome measures • Market capacity and workforce considerations • Potential delivery and coordination models that may best support effective service delivery and achievement of outcomes. This PME is therefore an opportunity for providers to influence the future design of the service and procurement model. The Council welcomes feedback, observations and recommendations regarding any aspect of the proposed approach. Providers can access the PME exercise through: https://in-tendhost.co.uk/walsallcouncil/aspx/Home The Council reserves the right to undertake further pre-market engagement activities following evaluation of the completed questionnaires. This may include, but is not limited to, face-to-face interviews with organisations that have submitted a questionnaire, group engagement sessions, workshops, market engagement events, or the issue of further questionnaires and information requests. These activities are intended to support the Council's understanding of the market, service delivery models, capacity, innovation and mobilisation approaches. Participation in this engagement process will not constitute any commitment by the Council to procure services or award a contract.
