Summary of the contracting process

Nuclear Waste Services Limited plans to establish a framework for metallic waste treatment services through its Waste Services business, for organisations holding a Waste Services Contract with NWS. The work covers lifecycle management of wastes suitable for metallic treatment, including material arising from operational, decommissioning and demolition activities. Suppliers may need to handle different material types and support work at any stage of the radioactive waste management lifecycle. Delivery may take place at NWS customer sites, contractors’ sites, NWS sites or elsewhere when required. The service is intended to give NWS customers access to contractors able to treat metallic waste. Potential customers include public and private sector organisations with a Waste Services Contract with NWS.

This procurement is at the planning stage: NWS has set out its intention to procure, but has not issued an invitation to tender. It expects to use an open procedure to establish a framework, with up to six suppliers appointed. The anticipated framework service period is 1 September 2028 to 31 August 2036, with a possible extension to 31 August 2038. NWS estimates spend at £97 million over eight years, based on customer forecasts and historical data; however, the agreement will formally have zero value and no spend is guaranteed. A further procurement notice is anticipated on 21 September 2027. NWS plans a virtual supplier engagement event on 30 November 2026, with registration by 27 November 2026.

The framework is likely to suit contractors with the facilities, technical expertise and operational capacity to treat metallic radioactive waste and support its management across the waste lifecycle. NWS is seeking suppliers able to work across operational, decommissioning and demolition waste streams, and to provide services at customer, contractor and NWS locations or elsewhere as required. Suppliers should be prepared to support work at any stage of the lifecycle and to meet the relevant regulatory framework and policy requirements. The supplier engagement is intended to test whether the supply chain can meet the capability and capacity needs of NWS’s broad customer base and enable safe, compliant, smooth and cost-effective delivery. Customers are not required to source waste management or disposal through this framework.

Notice Title

Metallic Waste Treatment Services Framework 2028

Notice Description

Nuclear Waste Services (NWS), (the Client) through its Waste Services line of business, is procuring a Framework for metallic waste treatment on behalf of its Customers. A Customer is defined as any organisation that holds a Waste Services Contract (WSC) with the Client. The aim of the service is to provide access to Contractors with the capability of providing services for the lifecycle management of all wastes that are suitable for metallic waste treatment. Waste will originate from operations, decommissioning and demolition activities at NWS Customer Sites, and all material types suitable for treatment may be present. Contractors will be required to have knowledge and understanding across the full radioactive waste management lifecycle and the ability to operate and execute work and provide support at any stage of the lifecycle on the Customer's, Contractor's, Client's sites or elsewhere when required. There is no obligation within the Client's WSC for waste management and disposal to be sourced through this route. The current estimated spend including any contingency across the Eight-year service is PS97M, although the service will formally be a zero-value agreement, with no spend guaranteed. This estimate has been based on current customers forecasts for metallic waste treatment services, normalised against historic data, as this is expected to make up the majority of the service demand. An anticipated maximum of 6 suppliers will be appointed to the framework. Organisations that either currently hold, or may in future enter into, a Waste Services Contract with NWS, include private sector bodies, plus public sector bodies that fall into one or more of the following categories: 1) Any of the following and their future successors: (a) ministerial government departments; (b) non-ministerial government departments; (c) executive agencies of government; (d) Non-Departmental Public Bodies (NDPBs), including advisory NDPBs, executive NDPBs, and tribunal NDPBs; (e) Assembly Sponsored Public Bodies (ASPBs); (f) police forces; (g) fire and rescue services; (h) ambulance services; (i) maritime and coastguard agency services; (j) NHS bodies; (k) educational bodies or establishments including state schools (nursery schools, primary schools, middle or high schools, secondary schools, special schools), academies, colleges, Pupil Referral Unit (PRU), further education colleges and universities; (l) hospices; (m) national parks; (n) housing associations, including registered social landlords; (o) third sector and charities; (p) citizens advice bodies; (q) Councils, including county councils, district councils, county borough councils, community councils, London borough councils, unitary councils, metropolitan councils, parish councils; (r) public corporations; (s) public financial bodies or institutions; (t) public pension funds; (u) central banks; and (v) civil service bodies, including public sector buying organisations. 2) Those listed and maintained by the Government on their website at https://www.gov.uk/government/organisations or any replacement or updated web-link. 3) Those listed and maintained by the Office of National Statistics (ONS) at https://www.ons.gov.uk/economy/nationalaccounts/uksectoraccounts/datasets/publicsectorclassificationguide or any replacement or updated web-link. 4) Those bodies in England, Wales or Northern Ireland which are within the scope of the definition of 'Contracting Authority' in Section 2 of the Procurement Act.
