Summary of the contracting process

Kent County Council plans to replace its existing accommodation-based residential care for working-age adults with learning disabilities, physical disabilities or mental health needs. The service is intended to provide residential living and will be procured separately from Supported Living, which was previously planned as part of a combined arrangement. This is a social care service procurement (CPV 85300000). Delivery is in Kent. The Council is undertaking market engagement to help shape the service and explain its intended procurement approach, including the scope and separation of services, proposed lotting and pricing. Providers are invited to register interest in a virtual engagement event, where the Council will also discuss the Procurement Act 2023, its business portal and bid requirements.

The process is at planning: Kent County Council has stated its intention to procure a standalone framework and is holding market engagement before issuing an invitation to tender. The planned virtual event is on 19 November 2026 at 2pm; providers are asked to register by 16 November, with meeting details expected to be sent on 17 November. The Council expects the new service to run from 1 November 2027 to 31 October 2035; these dates are provisional. The stated estimated value is £1 billion excluding VAT (£1.2 billion including VAT). The service is described as a single lot. The engagement will cover the proposed scope, lotting and pricing model, and procurement approach; final requirements and evaluation arrangements have not yet been established.

This preparatory engagement is relevant to providers able to deliver accommodation-based residential care for working-age adults with learning disabilities, physical disabilities or mental health needs across Kent. The Council is seeking market input on how to define the service scope, separate it from Supported Living, structure the lots and develop the pricing model, so providers with practical experience in these areas can help inform the future framework. The discussion is also intended to explain the expected procurement approach, bid requirements and use of the Delta Kent Business Portal. Providers considering participation should be ready to assess how their residential services fit the planned scope and contribute informed feedback on delivery and pricing. The engagement is capped at two representatives per provider; it is not an invitation to submit a tender.
