Summary of the contracting process

Wolverhampton City Council is procuring a community smoking cessation service for adult smokers who live in Wolverhampton or are registered with a Wolverhampton GP practice. The service is intended to help people stop smoking and maintain healthier lifestyles, while reducing smoking-related illness, disability, premature death and health inequalities. It will provide evidence-based treatment and behavioural support for people making quit attempts, alongside information, advice, guidance, self-help tools and wider lifestyle interventions. The work is community health and smoking cessation service provision, delivered in Wolverhampton.

The council invited offers through a one-stage open competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023. The submission deadline set was 2 December 2026 at 12:00 UTC. The planned contract period runs from 1 April 2027 to 31 March 2030. The estimated contract value is £2.1 million. Offers are assessed on quality and innovation (60%), integration, collaboration and service sustainability (15%), improving access, reducing health inequalities and facilitating choice, including equality, diversity and inclusion (15%), and social value (10%). A compliant commercial matrix is a pass/fail requirement, with value weighted at 0%. The service has a renewal provision linked to the existing contract expiry.

This opportunity suits providers able to deliver community-based smoking cessation support for adults, combining evidence-based treatment with behavioural support for quit attempts. Suppliers should be equipped to offer accessible information, advice and guidance, self-help resources and lifestyle interventions that help service users make and sustain positive changes. The assessment places most emphasis on service quality and innovation, so bids should demonstrate how the proposed model supports effective outcomes. Strong integration and collaboration with relevant partners, sustainable service delivery, and practical approaches to improving access and reducing health inequalities are also central. Providers should show how they will facilitate choice and address equality, diversity and inclusion, while setting out credible social value commitments. No particular accreditation or named professional qualification is stated.
