Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust intends to establish a national framework for specialist remote healthcare services for NHS organisations in Scotland and Northern Ireland. The services cover teleradiology, radiology workflow management, telepathology, teledermatology, telemicrobiology and teleophthalmology, allowing participating organisations to procure according to their clinical requirements and service needs. Each service area is planned as a separate lot. The work is healthcare services, with delivery across Scotland and Northern Ireland.

This procurement is at the planning stage: the Trust has set out an intention to procure but has not invited tenders. It plans a framework agreement, with separate lots for each service area. The expected contract period is from 1 February 2027 to 31 January 2029, with an extension possible until 31 January 2035. The estimated value is £45 million excluding VAT (£54 million including VAT). The Trust is undertaking preliminary market engagement to develop its requirements and tender documents; suppliers are invited to express interest in taking part by 12 November 2026. Engagement does not guarantee an invitation to tender or a place on a future framework.

The planned framework is relevant to suppliers able to deliver specialist digital healthcare services to NHS organisations in Scotland or Northern Ireland. Providers may be suited to one or more of the distinct service areas: teleradiology, radiology workflow management, telepathology, teledermatology, telemicrobiology or teleophthalmology. The Trust says participating organisations will need services shaped around their clinical requirements and service needs, so relevant clinical expertise and the ability to adapt delivery to different NHS settings will be important. Small and medium-sized enterprises are identified as suitable for the procurement. The current market engagement is intended to help shape the requirements and tender documents, giving suppliers a chance to contribute to development of the future competition; participation does not assure a later tender invitation or framework place.
