Summary of the contracting process

Yorkshire Water Services is reviewing its laboratory sampling and analysis services ahead of AMP9. The planned scope covers sampling and fieldwork, courier services and controlled transport, laboratory analysis and specialist testing, as well as quality assurance, reporting and data transfer. Requirements may include routine and reactive work and the Chemical Investigations Programme. This is a laboratory services requirement (CPV 71900000), planned as one lot. Delivery is stated as United Kingdom-wide. Yorkshire Water is seeking to understand the capability suppliers currently offer and what they could develop to meet its future requirements. The review is intended to inform its strategy for these services; it is not yet an invitation to tender.

The procurement is at planning stage: Yorkshire Water has set out an intention to procure, but has not issued an invitation to tender. It is undertaking preliminary market engagement before deciding its approach. The engagement questionnaire is expected to be returned by 18:00 on 20 November 2026; the buyer may then invite suppliers to follow-up discussions. Participation is voluntary and is not a tender submission or commitment by either party. The planned single-lot contract is expected to run from 1 August 2030 to 2 August 2034. The buyer has not yet stated a procurement procedure, competition method, estimated contract value or evaluation criteria. Suppliers interested in contributing to the market engagement are asked to email the buyer’s procurement team to express interest and receive the questionnaire.

This planning-stage engagement is relevant to laboratories and service providers able to deliver a broad water-quality sampling and analysis service, either directly or through a supply-chain partnership. The scope could suit suppliers combining field sampling, secure and controlled sample transport, routine laboratory testing and specialist analytical capability, with dependable quality assurance, reporting and data-transfer processes. Providers able to handle both planned routine work and responsive requirements, including potential Chemical Investigations Programme work, may have useful experience to share. Yorkshire Water is seeking evidence of capability available now and capability that suppliers could develop, so businesses with credible plans to build capacity or extend their services can contribute alongside established providers. The contract is planned as a single, multi-year service, making operational coverage and the ability to sustain delivery across the full range of activities commercially relevant. No specific accreditation or technical standard has yet been set out.
