Summary of the contracting process

Monmouthshire County Council plans to recommission an integrated domestic abuse housing support service in Monmouthshire for men and women at risk of, or experiencing, domestic abuse. The intended service aims to prevent domestic abuse and homelessness and improve support. The proposed procurement is divided into two lots: floating support, advice and prevention, covering early intervention and crisis support and including a Domestic Abuse Screening Officer; and refuge accommodation for women and families fleeing abuse. The refuge lot envisages five family refuge units and two dispersed units for single women. The Council is commissioning support for the accommodation, not the properties themselves. Suppliers for the refuge service would arrange agreements with landlords and handle associated housing management, including rental charges and eligible rental income. The work is in health and social care services (CPV 85000000).

This is at planning stage: the Council has announced its intention to procure, but has not yet invited tenders. It anticipates issuing the tender on 1 February 2027. The proposed contracts are expected to start on 1 July 2027, run initially for three years and include two optional 12-month extensions. The stated approximate annual values are £250,000 for floating support and £120,000 for refuge accommodation; these are indicative and subject to approval, funding and affordability. A market update event is anticipated for 1 December 2026, 10am–noon, by invitation. Organisations wishing to attend are asked to send an expression of interest by 11.59pm on 24 November 2026, including proposed attendees’ names and email addresses. The Council says the event will explain its intended service model, procurement route and lot structure, and help shape the model and specification.

The work is intended to suit providers with experience delivering domestic abuse support and housing-related services, including prevention, advice, early intervention and crisis support for both men and women. Organisations able to provide a Domestic Abuse Screening Officer may be relevant to the floating-support lot. The refuge lot is suited to providers able to support women and families escaping domestic abuse, including single women in dispersed accommodation. Providers considering this lot should be able to secure landlord agreements and manage the housing responsibilities associated with the properties, including setting rents and claiming eligible rental income to offset relevant costs. The Council has identified both small and medium-sized enterprises and voluntary, community and social enterprises as suitable for the planned procurement. The market event is intended to help potential providers understand the emerging requirements and contribute to the proposed service model before the formal tender.
