Summary of the contracting process

Bristol City Council intends to replace two existing highway inspection contracts with one service covering road and footway condition surveys, lifecycle modelling, scheme identification, SafetyView-driven inspections and development of streetworks inspections. The work is intended to support highway condition monitoring and safety inspections while achieving value for money and savings through combining the existing services. The buyer is Bristol City Council, and delivery is in Bristol. This is a highway engineering inspection and surveying service, including digital inspection work. The combined scope brings together routine condition assessment, modelling to inform maintenance planning, identification of schemes for action, safety-focused inspections and development of streetworks inspection arrangements. Suppliers should consider whether they can provide this range of connected services as a single contract.

This process is at the planning stage: the Council is testing market interest and has not issued an invitation to tender. It says the level of interest will help determine the procurement route; no procedure has yet been set. The Council expects the contract to run from 1 July 2027 to 30 June 2031. Its estimated value is approximately £1 million over four years, with an indicative annual breakdown of £107,500 for condition surveys, lifecycle modelling and scheme identification, £67,500 for SafetyView-driven inspections and £75,000 for streetworks inspection development. The Council invited suppliers to register interest through a form, with responses requested by midday on 20 November 2026. One lot is planned, and the Council has identified it as suitable for SMEs.

The work is likely to suit highway engineering consultancies and inspection providers able to combine road and footway condition surveying with lifecycle modelling and maintenance-scheme identification. Suppliers with digital inspection capability, including experience of SafetyView-driven inspections, may also be well placed, as may businesses able to develop streetworks inspection services. The Council states that the annual condition survey element must meet PAS 2161, the Department for Transport’s road condition monitoring standard. Providers should therefore be prepared to demonstrate how their survey approach meets that standard, alongside the technical capacity to deliver the wider inspection and modelling scope. The planned single contract favours suppliers able to cover several linked service elements, though the Council has identified SME suitability. The market engagement offers a chance to inform the Council’s choice of procurement route before the tender stage.
